Special Issuance
AME Assisted Special Issuance (AASI).
The FAA states "At his discretion, the Federal Air Surgeon may grant an
Authorization for Special Issuance of a Medical Certificate (Authorization),
with a specified validity period, to an applicant who does not meet the
established medical standards. The applicant must demonstrate to the
satisfaction of the Federal Air Surgeon that the duties authorized by the
class of medical certificate applied for can be performed without
endangering public safety for the validity period of the Authorization. The
Federal Air Surgeon may authorize a special medical flight test, practical
test, or medical evaluation for this purpose."
"An airman medical certificate issued under the provisions of an
Authorization expires no later than the Authorization expiration date or upon
its withdrawal. An airman must again show to the satisfaction of the Federal
Air Surgeon that the duties authorized by the class of medical certificate
applied for can be performed without endangering public safety in order to
obtain a new airman medical certificate/Authorization under Title 14 of the
Code of Federal Regulations (14 CFR) §67.401."
A rejection letter from the FAA does not have to mean the end of your
medical certificate and possibly your aviation career. If you have been
disqualified for a medical certificate, you have two options: a) prove that you
do not have the medical condition with which you've been diagnosed; b)
apply for Special Issuance medical certificate. The Special Issuance

The FAA states "AME Assisted Special Issuance (AASI) is a process that
provides Examiners the ability to re-issue an airman medical certificate
under the provisions of an Authorization to an applicant who has a medical
condition that is disqualifying under 14 CFR part 67."
"An FAA physician provides the initial certification decision and grants the
Authorization in accordance with 14 CFR § 67.401. The Authorization letter
is accompanied by attachments that specify the information that treating
physician(s) must provide for the re-issuance determination. Examiners may
re-issue an airman medical certificate under the provisions of an
Authorization, if the applicant provides the requisite medical information
required for determination. Examiners may not issue initial Authorizations.
An Examiner's decision or determination is subject to review by the FAA.
Each AASI has their own specialized clinical criteria, by which an Examiner
may reissue a medical certificate to an applicant with a medical history of an
initially disqualifying condition, if otherwise qualified."

Why Special Issuance services is important:
Several years ago the Aeromedical Certification Division in Oklahoma City
received 450,000+ medical applications of which only 1.5% of total
applications were given General Denials (disqualified) . 89% of the denied
airmen failed to provide information requested by the FAA or did not pursue
the application further. About 85% of Aviation Medical Examiners conduct
only 15 medical exams a year. If these doctors are in doubt, they often defer
your medical to the FAA and do not take the time or effort to act in your
interests. These airmen receiving denials may have been certified if they
had submitted further documentation to the FAA. Unless you have an
advocate working for you, it is up to you to understand the ever changing
certification and Special Issuance process. The Federal Air Surgeon issued
only 0.2% Final Denials, or disqualifications after submission of all required
information.
